In order to put together a force there are four broad possibilities:
28mm Scale
If you’re starting an army from scratch, this is by far your best option.
If you’re expanding an existing force, putting 28mm models next to a 32mm one does look a bit like bring your child to work day.
32mm scale
If you’re trying to expand an existing list this is your main option.
28mm Female miniatures
It is ahistorical, however several companies make 28mm female soldiers. These look fine when placed next to the existing dystopian legions range.
